D3.1 Guidelines to the assessment the sustainability and maturity of building blocks

Deliverable D3.1 is intended to assess various types of building blocks. It presents a procedure for assessment, criteria and information to be used in the four assessment steps, and organisational aspects of assessment. The assessment procedure comprises proposal, consideration, assessment and recommendation steps. A research update on already existing studies is provided in an Annex. The deliverable is based on the CAMSS methodology, ADMS, the e-SENS WP6 deliverable D6.1, suggestions from e-SENS stakeholders, standards, and other sources.

D3.2 Assessment on the maturity of building blocks: first cycle

This report presents the outcomes of the first cycle of assessment of e-SENS BBs. The focus of this first assessment cycle was on the 4HBBs e-Delivery, e-Signature, e-Documents and eID. Within each of these 4 HBBs, around 3 to 4 ABBs were assessed. The assessment process was carried out thanks to close cooperation within the e-SENS project between the WP3 assessors and the WP6 cluster leaders that submitted the BBs for assessment. An assessment framework was used that is described in more detail in deliverable D3.1 and contains standardisation, policy and business/market criteria. D3.2 Assessment on the maturity of building blocks: second cycle

This report presents the outcomes of the second cycle of assessment of e-SENS BBs. This second assessment cycle focussed on 8 BBs divided over the clusters e-Delivery, e-Signature and e-Documents. The assessment process was carried out thanks to close cooperation within the e-SENS project between the WP3 assessors and the WP6 cluster leaders that submitted the BBs for assessment. An assessment framework was used that is described in more detail in deliverable D3.1 and contains standardisation, policy and business/market criteria. D3.2 Assessment on the maturity of building blocks: third cycle

This report presents the outcomes of the third cycle of assessment of e-SENS BBs. This third assessment cycle focussed on 5 BBs divided over the generic SATs Non-repudiation, Semantics, Conformance and Interoperability Testing and the specific SAT eHealth. The assessment process was carried out thanks to close cooperation within the e-SENS project between the WP3 assessors and the WP6 building block owners that submitted the BBs for assessment. An assessment framework was used that is described in more detail in deliverable D3.1 and contains standardisation, policy and business/market criteria. A more extended abstract of the outcomes can be found in the executive summary of this document.

D3.3 Report of integrated view of LSP sustainability strategies

The work carried out in e-SENS is based on the results of the previous five Large-Scale Pilots (LSPs), which were launched by the EC for the following different domains: - eID (STORK) - eProcurement (PEPPOL) - Business Start-up (SPOCS) - eHealth (epSOS) - e-Justice (e-CODEX) As well as considering the technical solutions, e-SENS also considers the sustainability plans of the LSPs in order to create a consolidated sustainability concept. This report: - Presents a consolidated view of the different sustainability strategies & plans developed by the five LSPs. - Summarising the plans, noting synergies across them, related barriers – and potential counter approaches for overcoming such barriers.

D3.4 Preliminary proposal for a governance body

This report presents ideas, suggestions and recommendations regarding a future governance body respectively structure, which will ensure the maintenance and sustainability of the solutions provided by e-SENS. The LSP sustainability experts, the members of the Domain Board and the Architectural Board were asked to give their opinion on a future governance structure. The results are contained in this document - D3.4 “Preliminary proposal for a governance body” - which will form the basis for further investigations and elaborations.

D3.4 Preliminary proposal for a governance body - part 2

This deliverable, D3.4, presents ideas and suggestions for the implementation of a future governance structure to ensure the sustainability of the e-SENS building blocks. The timeframes (short term - e-SENS project, medium term - CEF funding and long term - after 2020) are presented in chronological order re the actions required to achieve the long term vision. The implementation plan proposes that concrete tasks and stakeholders are defined when developing ideas about the governance structure, its policy, operations, funding, communications and implementation support.

D3.4 Preliminary proposal for a governance body - part 3

This deliverable focuses on the refinement of the e-SENS governance model. It explains in detail the principles and organisation of a long-term IT governance structure, the activities which need to be carried out and the tools which might be used to ensure the long-term sustainability of the technical solutions across domains. Besides this the document elaborates on the transition of the CEF governance model to the long-term e-SENS proposal.

D3.4 Preliminary proposal for a governance body - part 4

BB and domain communities play an important role in the e-SENS proposal for a European IT governance model. In order to be able to participate in the proposed long-term governance model, communities need to fulfil some expectations and shall already have a governance structure in place. This deliverable contains the evaluation of a questionnaire answered by the different communities within e-SENS to verify whether the BB and domain communities already fulfil these expectations and to receive feedback on the proposed governance model. In addition, this deliverable deals with legal measures and proposes a legal-organisational framework in which the IT governance model may be embedded.

D3.5 Preliminary proposal for long - term sustainability within the CEF

This report presents ideas, suggestions and recommendations regarding the future governance of the e-SENS results within the CEF/ Ten-Tele Regulation in order to ensure the sustainability of the solutions. The national experts within e-SENS were asked to give their opinion about the results of D3.4 “Preliminary proposal for a governance body”. The findings of this will form the basis for further investigations and elaborations.
